Philippines Launches Groundbreaking Localized SEL Framework

  • ChildFund Philippines and SEAMEO INNOTECH have launched the Philippines' inaugural localized Social and Emotional Learning (SEL) framework, aimed at enhancing educational outcomes by integrating culturally sensitive approaches into public school settings.

    This pioneering initiative, spanning from 2024 to 2027, seeks to tailor SEL programs to resonate deeply with Filipino students' cultural nuances. It emphasizes the development of adaptable curriculum models that can be customized across diverse cultural contexts. Through community involvement in adaptation and implementation processes, the framework aims to foster sustainability and local ownership. Moreover, it provides evidence-based recommendations for integrating SEL into educational policies at local, regional, and national levels, contributing to global discussions on effective SEL localization.

    Anand Vishwakarma, Country Director of ChildFund Philippines, underscored the collaborative effort involving teachers, parents, and students in crafting a framework that addresses holistic development. Marlene Floresca, Education Specialist at ChildFund Philippines, highlighted the framework's role in nurturing 'pagpapakatao' (being humane) and 'pakikipagkapwa-tao' (fellowship) among students, promoting self-trust and capability.

    Dr. Leonor Magtolis Briones, Center Director of SEAMEO INNOTECH, emphasized the framework's potential to equip teachers with tools that enhance support for students, thereby fostering a more inclusive educational environment. Early integration of SEL skills, starting as early as kindergarten, is seen as crucial for long-term success, complementing cognitive skill development.

    Implementation will commence with a pilot phase in selected public schools, evaluating the framework's efficacy before wider integration into school practices and policies. The initiative includes the development of SEL modules accessible via an e-learning platform endorsed by the Department of Education (DepEd). Teachers and school administrators will undergo training through national educational bodies to ensure proficiency in implementing SEL programs.

    Aligned with DepEd's MATATAG Agenda: Bansang Makabata, Batang Makabansa, the framework supports student well-being and enhances teacher support, extending into mental health programs nationwide within the K-12 curriculum. Dr. Dexter Galban, Assistant Secretary for Operations at DepEd, emphasized the framework's role in equipping children with essential social and emotional foundations, crucial beyond traditional academic learning.

    The development of this framework involved consultations with K-12 and Alternative Learning System students across various regions, ensuring inclusivity and relevance. Moving forward, the integration of SEL assessments alongside cognitive skills assessments will further enhance evidence-based educational practices.
