Japan International Cooperation Agency (JICA) and Ghana's Civil Service Training Centre (CSTC) have jointly introduced a Learning Management System (LMS) to advance the skills of civil servants through e-learning. Led by JICA Expert Masashi Yamanaka, the initiative is expected to revolutionize training approaches in Ghana's civil service.
The LMS adopts a hybrid learning model, combining online and in-person training to create a flexible learning environment. Yamanaka emphasized that 70% of the training will occur online, enabling participants to access courses via various devices, and overcoming geographical and logistical constraints. This strategy not only addresses regions with limited internet access by offering alternative e-learning solutions but also seeks to broaden training opportunities across Ghana.
To support this ambitious endeavour, JICA has provided financial assistance for essential equipment procurement, including professional video cameras, photocopiers, hybrid training rooms, studios, and 16 laptops. The initiative includes the development of four e-learning courses, such as ADIIB Analogous Grade Cohort-1, Cohort-2, Cohort-3, and a Report Writing Skills Course, all scheduled to commence after a successful pilot run. Starting in June 2022, this nearly two-year project represents a significant step forward in enhancing the human resource capacity of Ghana's civil service.
Underlining the importance of continuous improvement, Yamanaka introduced the concept of kaizen, emphasizing constant and incremental progress as a fundamental aspect of the project's vision. This principle is anticipated to propel the growth of the civil service, contributing to national development. Furthermore, CSTC is exploring partnerships to customize courses, enhancing its training offerings.
The collaboration between JICA and CSTC signifies a notable achievement in leveraging technology to enhance civil service training in Ghana. Through the LMS, CSTC aims not only to increase the number of trained civil servants but also to elevate the quality of public service delivery in Ghana.
