Hong Kong Metropolitan University: First in Applied Sciences

  • The Education Bureau (EDB) of Hong Kong has declared that the Hong Kong Metropolitan University (HKMU) has met the criteria to be designated as a University of Applied Sciences (UAS), making it the first of its kind in the region. Dr. Choi Yuk-lin, the Secretary for Education, made the announcement during a ceremony, noting that this development follows the Chief Executive's commitment in the 2023 Policy Address to facilitate the establishment of UASs. Dr. Choi commended HKMU for fulfilling all requirements and becoming the inaugural UAS in Hong Kong.

    Emphasizing HKMU's vision, dedication, capabilities, and experience in offering vocational and professional education and training (VPET) programs that integrate theory with practical application, Dr. Choi highlighted the university's strong industry recognition and support. She described this achievement as a significant milestone for HKMU and a reflection of the government's commitment to elevating the status of VPET at the university degree level, providing young individuals with alternative pathways to success.

    In evaluating HKMU's application, the government considered various factors, including the outcome of the institutional review conducted by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ) and the university's experience in administering applied degree and VPET-oriented programs. The HKCAAVQ's review focused on three key domains: governance, management, and quality assurance; learning environment and learner support; and industry collaboration and recognition.

    Established by the government in 1989 as the Open Learning Institute of Hong Kong, HKMU transitioned into a self-financing university in 1997, with a mission to advance learning, knowledge, and research in practical and professional fields. Currently offering over 140 self-financed post-secondary programs, primarily in professional and practical disciplines ranging from Levels 4 to 7 under the Hong Kong Qualifications Framework (HKQF), HKMU serves approximately 13,800 full-time and 6,200 part-time students. Presently, the university runs two applied degree programs.
