The Cambodian Royal School of Administration and the Pudong Executive Leadership Academy of China have signed a Memorandum of Understanding (MoU) to strengthen bilateral cooperation in education. This agreement was made during the five-day official visit of Deputy Prime Minister and Civil Service Minister Hun Many to China, at the invitation of Xu Qifang, Head of the Organisation Department of the Communist Party of China (CPC) Central Committee and Head of China’s National Civil Service Administration.
The Ministry stated that the primary goal of the MoU is to pinpoint areas of collaboration and enhance cooperation between the two institutions in research, innovation, and human resource development. The signing ceremony was led by Many and Li Ganjie, a member of the Political Bureau of the CPC Central Committee and head of the CPC Central Committee’s Organisation Department.
Youk Bunna, the Ministry’s Permanent Secretary of State and Spokesman, said yesterday that the MoU will greatly contribute to the capacity development of Cambodian officials, as well as boosting the outcomes. “It will enhance our officials’ ability, especially the ones in senior positions. Both schools share the same vision, aiming at providing training for officials to boost their productivity and share experiences”, he said.
Bunna added that the MoU will lead to exchange programmes for the officials from both sides. “We might send over our officials to take some courses in China and vice versa, and experts may also be sent over to deliver their knowledge”, he added.
During the event, Many reflected on the strong collaboration between the ministries of the two countries facilitated by the MoU in civil service management. He highlighted the ongoing meetings between government leaders, the execution of information and communication technology development projects, and the enhancement of Cambodian resource capacity.
Secretary-General of the Royal Academy of Cambodia, Yang Peou, highlighted the importance of the MoU, stating it will be beneficial for all. “Human resource development is very essential, particularly in leadership”, said Peou. “China has the capacity to help Cambodia, we will be able to learn a lot of them”. He added that “through this MoU, positive outcomes will be carried out resulting from the close cooperation of both nations”. The governments of Cambodia and China have declared 2024 as the 'Cambodia-China People-to-People Exchange Year.' Diplomatically, this initiative aims to strengthen bilateral relations in response to the evolving complexities of global geopolitics.
